The Institutional Cooperation Instrument (ICI)

A tool used in development cooperation policy that enables Finnish Government agencies and public organisations to manage capacity building projects with partner (sister) organisations in developing countries.

ICI focuses on capacity building, meaning training, introduction & utilisation of new tools, and exchanging experiences on ways of working & organisational set-ups.

A financing mechanism of the Ministry for Foreign Affairs (MFA) of Finland, ICI is used for the following special types of projects:

Cooperation

Partnership between two specialised government agencies working in the same field of expertise: one in Finland and the other in a developing country.

Capacity Building

This extends beyond training to include changes in organisational, operational and administrative practices.

Dialogue

In order to avoid top-down approaches, all ideas and proposed changes are discussed thoroughly before implementing. All measures are taken to ensure that the ownership and commitment of the partner agency is strong.
