Overview
NIRAS has extensive experience supporting UK government–funded development programmes, including those commissioned by the Foreign, Commonwealth & Development Office (FCDO), the UK Department for Environment, Food and Rural Affairs (Defra), the UK’s Department for Energy Security and Net Zero (DESNZ), and the Scottish Government. Our understanding of UK Aid policy, strategic priorities and operating constraints enables us to provide timely, relevant, and practical insights to programme teams, senior decision makers, and delivery partners. We bring strong expertise in research, analysis, and TA as well as monitoring, evaluation and learning to help address complex development challenges, capture progress and performance, and generate evidence to inform programme design, adaptation, and management.
We work across the full programme cycle, supporting UK Aid objectives through technical assistance (TA) services, independent monitoring and evaluation, learning and synthesis, and evidence-based policy engagement.
Our work spans a wide range of sectors, including climate change and natural resources, energy and environment, agriculture and food systems, governance and democracy, gender and social inclusion, peace and security, and economic growth and private sector development.
- NIRAS’ portfolio reflects a strong understanding of the UK Government’s evolving approach to aid, as departments adjust to tighter budgets and a more explicitly strategic use of official development assistance (ODA).
- We recognise the UK’s shift towards acting as a partner and investor, where UK Aid is increasingly expected to combine robust technical expertise, confident political navigation, and trusted access to decision-makers.
- This transition is accompanied by a heightened focus on humanitarian response with constrained resources.
- In this landscape, NIRAS is strongly positioned to support UK Government departments through high-quality TA and policy-focused interventions drawing on deep sector expertise, global networks and a strong track record managing complex commercial service contracts.
Our work reflects UK Aid’s shift from donor to investor - mobilising private capital, trade and jobs; from service delivery to system support, helping countries build resilient systems; from grants to expertise, sharing UK specialist knowledge and building on our 50+ years track record of UK technical advisory services; and from international intervention to local leadership, partnering with governments, civil society and local actors to deliver sustainable, country-led results.
NIRAS is a lead FCDO framework supplier for:
- Global Development Delivery (GDD) high value lots (on climate change; education, gender and social inclusion; economic development; research; and governance & conflict)
- Global Evaluation and Monitoring Framework (GEMFA2)
- Integrated Security Fund (ISF)
NIRAS partners with UK Government departments, country governments, local institutions, civil society, and the private sector to design and deliver strategic, evidence-led development programmes that strengthen systems, unlock investment, and support locally led change. We combine deep technical expertise with practical delivery capability across the full programme cycle - from research, policy advice and technical assistance to fund management, monitoring, evaluation, and learning. Our integrated approach helps UK Aid move beyond traditional grant-funded delivery towards resilient national systems, effective local leadership, and sustainable development outcomes that deliver lasting value for people, partners, and the UK.
