Swiss-Ukrainian Municipal Project Preparation Facility (PPF4Ukraine)

Ukraine faces immense reconstruction needs, while many municipalities lack the documentation, financial capacity, and technical readiness to generate high-quality, finance-ready infrastructure projects that meet International Financial Institution (IFI) requirements. PPF4Ukrainepositions Switzerland as a strategic partner by leveraging Swiss technical expertise and business networks (Swissness) to directly addresses these gaps by:

• Preparing feasibility studies, designs, environmental assessments, economic and financial analyses for infrastructure projects at the municipal level in renewable energy, energy efficiency, urban transport, water and sanitation, and other sectors;
• Delivering ad-hoc opportunities, e.g., operational measures, demonstration or investment projects, that can be implemented rapidly to address urgent needs;
• Supporting municipalities to comply with requirements and standards of the financer; and
• Creating structured linksbetween Swiss and Ukrainian businesses.

There are three main components:

• COMPONENT 1 - Project Preparation & Quick-Win Measures: Delivers full projectpreparation packages to ensure infrastructure projects reach financingreadiness.
• COMPONENT 2 - Co-Financing of Investment Measures: Ensures that prepared projectsreach implementation.
• COMPONENT 1 - Swiss Ukrainian Business Network: Enhances bilateral economiccooperation and facilitates Swiss participation in reconstruction.
