Infrastructure, including water and energy
Our work helps turn Ukraine’s reconstruction priorities into resilient, finance-ready infrastructure investments. We combine technical expertise with project preparation and implementation support across water, wastewater, energy efficiency, renewable energy, heating and municipal infrastructure.
Ukraine faces immense reconstruction needs, while many municipalities lack the documentation, financial capacity, and technical readiness to generate high-quality, finance-ready infrastructure projects that meet international financial institution (IFI) requirements. PPF4Ukraine positions Switzerland as a strategic partner by leveraging Swiss technical expertise and business networks (Swissness) to directly addresses these gaps by:
- Preparing feasibility studies, designs, environmental assessments, economic and financial analyses for infrastructure projects at the municipal level in renewable energy, energy efficiency, urban transport, water and sanitation, and other sectors;
- Delivering ad-hoc opportunities, e.g., operational measures, demonstration or investment projects, that can be implemented rapidly to address urgent needs;
- Supporting municipalities to comply with requirements and standards of the financer; and
- Creating structured linksbetween Swiss and Ukrainian businesses.
There are three main components:
- COMPONENT 1 - Project preparation & quick-win measures: Delivers full projectpreparation packages to ensure infrastructure projects reach financing readiness.
- COMPONENT 2 - Co-financing of investment measures: Ensures that prepared projects reach implementation.
- COMPONENT 3 - Swiss Ukrainian business network: Enhances bilateral economic cooperation and facilitates Swiss participation in reconstruction.
Through feasibility studies and management of the Project Implementation Unit, NIRAS is supporting new municipal projects to further strengthen essential services in Ukraine, focusing on the Mykolaiv region. The framework contract covers several key sectors, including: sustainable water and wastewater management, district heating (including biomass and renewable energy solutions), and energy efficiency measures.
Nefco — the Nordic Green Bank — is an international finance institution (IFI) founded by the five Nordic countries. Denmark has contributed €50M to support a range of municipal reconstruction projects in Ukraine. Through so-called 'call-off' notices, Nefco manages the work of its consultants under this framework contract. To date (September 2026), NIRAS has received two call-offs. Both address three municipalities in the Mykolaiv region (Nova Odesa, Pivdennoukrainsk and Pervomaisk).
In a consortium with EGIS Ukraine, NIRAS as the lead partner has been entrusted with the following:
- Nova Odesa: Re-establishing continuous water supply with improved water quality and reduced losses, ensuring reliable daily access to clean water and supporting sustainable usage of groundwater (grant funding approximately €4.5M from MFA Denmark, total project value €5M).
- Pivdennoukrainsk: Reconstruction of wastewater pumping stations (WWPS-2 and WWPS-3) and the related pressure pipeline in the city. The project will restore system functionality and ensure that wastewater generated in the city is collected and transported to the wastewater treatment plant (€5.2M from MFA Denmark, total project value €5.8M).
- Pervomaisk: Rehabilitation of a maternity hospital with energy efficiency upgrades, backup energy storage and shelter facilities, enabling reliable healthcare services (grant funding of approximately €5.6M from MFA Denmark, total project value €6.2M).
In a joint venture with partners Urban Technology Alliance (UTA) and Posch & Partner GmbH, NIRAS has been contracted to provide support to the project through a consultancy services agreement. Our goal is to ensure the highest possible quality of service at the lowest possible cost, through rehabilitation and strengthening the resilience of the infrastructure, reduction of water losses, improvements in the quality and reliability of the water supply and a reduction of energy consumption and greenhouse gas emissions.
NIRAS has conducted multiple feasibility studies on behalf of Swedfund for the modernisation of infrastructure. These involve high-quality preparatory analysis and documentation to support the implementation of the project and the investment’s bankability. Some of these studies we are conducting/have conducted cover:
- Wastewater facilities in Poltava (2026-2027). Contract value: €637,203
- Water supply and wastewater improvements of the Lozova City Territorial Community of the Kharkiv region (2025-2026). Contract value: €627,111
- Water supply system in Burshtyn, Ivano-Frankivsk region (2024-2026). Contract value: €770,288
- Wastewater treatment plant in Novovolynsk (2025). Contract value: €495,982
- Cogeneration Plant Reconstruction in Mykolaiv (2025). Contract value: €642,939
In partnership with Cowater International, NIRAS is providing technical assistance to support implementation of the Ukraine Recovery Project, a framework loan to finance priority investments schemes in the municipal and social infrastructure sectors that have been adversely affected by the conflict in eastern Ukraine.
The project developed, procured and implemented different sets of energy efficiency measures in selected universities located all around Ukraine.
Alongside Urban Technology Alliance (UTA), NIRAS provide a market analysis, as well as technical, financial, economic, environmental and social analysis of plans to upgrade and modernise Vinnytsia district heating facilities.
STARTER supported the implementation of energy sector reforms in Ukraine with a focus on the establishment of a new legal framework.
NIRAS supported the municipal company GVP in carrying out capital repairs of approximately 450 individual heating substations and space heating systems in 40 buildings. Our deliverables included design review, procurement, contract administration, engineering supervision, disbursement, implementation, commissioning, test and acceptance, monitoring and capacity building.
NIRAS was responsible for the overall management of the project and provided capacity building and technical assistance to ten water utilities scattered all over Ukraine improve their financial performance, quality of services and environmental performance.
NIRAS provided support to the Project Implementation Unit in all aspects of implementation of the programme, from the procurement process to reporting.
The project worked to improve the regulatory and legislative enabling environment for clean energy, including promotion of investment into technologies.
