Strengthening Prevention & Response to Gender-Based Violence in Kenya

Jointly funded by the Governments of Kenya and Finland, this capacity development programme aimed to transform how gender-based violence (GBV) is addressed across three high-prevalence counties: Bungoma, Kilifi, and Samburu. Implemented by NIRAS, the programme supported a system-strengthening approach that enhanced coordination, built professional capacity, and improved policy implementation at both county and community levels.

Rather than implementing isolated interventions, the Kenya-Finland Bilateral Programme focused on long-term structural change. It empowered duty bearers across sectors—including health, education, justice, and law enforcement—to deliver survivor-centred care, while mobilising communities to challenge harmful norms and practices.

The programme developed practical tools such as seasonal risk calendars and high-risk ward assessments to better identify and respond to GBV hotspots. Local Gender Sector Working Groups were instrumental in piloting and scaling context-specific solutions, contributing to stronger governance and service delivery.

By engaging traditional leaders, survivors, men, and youth as agents of change, the programme promoted inclusive, community-driven solutions. It also pioneered certified training for duty bearers and introduced new practices such as positive parenting and male engagement to address root causes of GBV and foster cultural change.

This holistic approach laid the groundwork for lasting impact—transforming attitudes, improving support services, and influencing local policy to create safer, more resilient communities.
